Toll Facility Manager - Fairfax, VA

Job Description

Manage and direct multi-faceted administrative and operational support programs for a VDOT toll facility. Plan, organize, staff and direct the Human Resources, Toll collection, Financial Management and Equipment Repair and Maintenance of the toll facility in execution of operational, financial accounting and audit policies and budgetary compliance. Manage and direct operations for assigned program areas or business units. Ensure operations are conducted in compliance with state and federal laws, regulations, policies and guidelines.

How you will contribute:

  • Communications: Communicate the programs and policies of the department to appointed and elected officials, civic and community associations, the media and other diversified groups. Make recommendations regarding operational policies and technical procedures to Tolling Division and other VDOT toll facilities.
  • Communications: Communicate with stakeholders to include VDOT staff, appointed and elected officials, and other diversified groups on matters related to VDOT programs, policies, procedures or projects.
  • Contract Management: Administer contract with vendor ETC equipment to ensure optimal performance and compliance with contract. Serve as Business Manager to ensure that all financial related activities are conducted in a prompt and accurate manner. Direct activities of financial and audit staff to accurately review and approve specific control functions and auditing practices for the Toll Facility cash flow management function. Oversee work of financial and audit staff to ensure fiscal integrity of the Toll Facility through the development and application of fiscal controls. Ensure that all purchasing inventories, payment of invoices, bank reconciliations are accomplished and directed within budgetary limitations.
  • Financial Leadership: Programs or business units are managed to ensure proper financial stewardship of VDOT resources and budgets.
  • Policies and Procedures: Develop and provide policy and procedure interpretation and technical advice and guidance in all areas. Review and resolve conflicts that arise within program areas or facility due to department policies, regulations or personnel matters. Ensure managers and supervisors have an understanding and consistently execute policies and procedures to achieve organization goals and objectives. Monitor and evaluate activities and projects to ensure work is in compliance with state, federal and agency policies and procedures.
  • Process Management: Define and implement operating goals and objectives, policies and procedures for assigned toll facility. Direct through subordinate supervisors all various sections or programs of the toll facility. Integrate procurement, maintenance and construction activities with operations, to include preliminary planning, design, development and commissioning to ensure optimal levels of service and performance.
  • Process or Program Management: Direct operations for program areas or business units to ensure they are operating in compliance and controls are working efficiently. Define, establish and implement goals, objectives, policies and procedures. Lead, direct and coordinate through subordinate supervisors, work performed in various sections or programs. Plan, monitor and provide oversight to facilitate work activities in all program areas.
  • Toll Facility Policies and Procedures: Ensure that all procedures and controls are in place for safety, customer service, cash management, staffing and toll collection auditing.

Minimum Qualifications:

  • Ability to apply strategic planning principles to the work unit.

  • Experience applying knowledge of supervisory principles, practices to include performance management and discipline.
  • Knowledge in Toll operations.
  • Valid driver's license.


Additional Considerations:

  • A combination of training, experience, or education in Business Administration, Public Administration or related field desired.
  • Experience in Finance, Human Resources and Management.
