Position Overview
Serves as the Chief of Medical Services for the Department of Human Services (DHS). Organizes the goals and objectives for statewide medical and clinical services programs, verifying all applicable standards, rules and regulations are taken into account. Formulates and implements fiscal control policies and procedures. Remains up-to-date and researches data pertinent to lifestyle-related illnesses, as well as chronic illness processes. Represents the DHS Safety Officer and Secretary on various task forces, advisory committees and special interest groups. Conducts department-wide facility visits and attends Quality Improvement meetings.
Essential Functions
- Serves as the Chief of Medical Services for the Department of Human Services (DHS).
- Organizes the goals and objectives for statewide medical and clinical services programs, verifying all applicable standards, rules and regulations are taken into account.
- Formulates and implements fiscal control policies and procedures.
- Remains up-to-date and researches data pertinent to lifestyle-related illnesses, as well as chronic illness processes.
- Serves as full-line supervisor.
- Represents the DHS Safety Officer and Secretary on various task forces, advisory committees and special interest groups.
- Conducts department-wide facility visits and attends Quality Improvement meetings.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires an Illinois license to practice medicine and completion of an approved residency in Psychiatry.
- Requires five (5) years of progressively responsible psychiatric administrative experience in the planning, direction and coordination of medical/clinical treatment programs after completion of the required residency programs.
Preferred Qualifications (in priority order)
- Seven (7) years of experience in forensic and general psychiatric practice, demonstrated through education, professional experience, and current American Board of Psychiatry and Neurology (ABPN) certification.
- Seven (7) years of experience and knowledge with state and federal laws, regulations, and compliance relating to both mental health (MH) and developmental disability (DD) populations.
- Seven (7) years of experience in the principles and practices of healthcare administration, risk management, and continuous performance improvement, with the ability to apply this knowledge effectively in managing and overseeing departmental authority.
- Seven (7) years of experience establishing and maintaining effective working relationships with directors and administrators within the department and with other state departments and agencies. This includes coordination with multidisciplinary teams, community organizations, interest groups, governmental bodies, educational institutions, and national organizations.
- Seven (7) years of experience establishing clinical policies, procedures, and programs within a hospital setting, including developing academic training programs.
- Five (5) years of professional supervisory experience, including assigning work, providing guidance to subordinates, recommending counseling or disciplinary actions in accordance with collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
