The Spill Prevention, Preparedness, and Response  (SPPR) program within the Department of Ecology is looking to fill a Maritime Risk Lead (Marine Transportation Safety Specialist 3) position. This position is located in either our Headquarters in Lacey, WA or our Northwest Regional Office (NWRO) Located in Shoreline, WA.


The Maritime Risk Lead position is responsible for leading complex projects to identify and reduce oil spill risks; and improve oil spill prevention, preparedness, and response. This position will provide project management for studies and analyses; produce reports to the Legislature; manage risk assessment contracts; establish and maintain cooperative working relationships with tribes, public officials, the regulated maritime community, and other community groups; and provide guidance and subject matter expertise to a team of vessel inspectors.

We are looking for applicants who have expertise in vessel and maritime operations, and experience with complex project management and analysis projects, including risk assessments.

Duties

 
Ecology's mission is to protect, preserve, and enhance Washington's environment, and promote the wise management of our air, land, and water. Ecology's goals are to prevent pollution, clean up pollution, and support sustainable communities and natural resources.
 
The Spills Program's mission is to protect Washington's environment, public health and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program's vision is to prevent, prepare for, and respond aggressively to oil spills; to be our best for the State of Washington. Our Spills goal is "zero spills".


Some of the key work activities of the Maritime Risk Lead position include:
 
  • Provide project management for studies and analyses. 
  • Create, maintain, and manage project plans.
  • Research oil spill risk topics and conduct analysis to meet project requirements.
  • Lead or participate in outreach events with tribes, stakeholders, and the public. 
  • Manage risk assessment contracts. 
  • Produce Ecology publications and reports to the Legislature. 
  • Provide guidance and subject matter expertise to a team of vessel inspectors.

Qualifications

Required Qualifications:

Bachelor or Master's degree in Marine Transportation, Naval Architecture, Marine Engineering, or closely related field to include the Maritime Environmental Sciences from an accredited four year college or university AND four years of experience in the field of marine transportation, marine engineering, or vessel inspection.
 
OR
 
Bachelor or Master's degree in Marine Transportation, Naval Architecture, Marine Engineering, or closely related field to include the Maritime Environmental Sciences from an accredited four year college or university AND proof of a valid or expired United States Coast Guard license as a Master or Mate (of 1600 Gross Tons or greater) or Chief or Assistant Engineer.
 
OR
 
Bachelor or Master's degree in Marine Transportation, Naval Architecture, Marine Engineering, or closely related field AND three years of experience as a Marine Transportation Safety Specialist 2 (MTSS2) performing marine inspection activities. Complete documentation of experience is required in the application.

 
Desired Qualifications:

  • Project management certification or training. 
  • Experience with risk assessments and analysis.
  • Experience with meeting facilitation and presenting information.
  • Experience with report writing and editing.
  • Experience and training with contract management.
  • Experience with Safety Management Systems. 
  • Experience with investigations and root cause analysis.
  • Knowledge of design, construction, and operation of vessels.
  • Knowledge of international, federal, and state maritime and environmental regulations.

Special Requirements/Conditions of Employment:

  • This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to complete Incident Command System (ICS) training at the level of 100, 300, 700 and 800.
  • Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications. 
  • Be able to obtain the Transportation Worker Identification Credential (TWIC) which entails a detailed background check.Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver's License.
  • Hold and maintain a valid Washington driver’s license and be able to operate a state-owned motor vehicle.
  • Position requires a willingness and ability to occasionally work in excess of 40 hours per week and travel statewide or out-of-state including occasional after-hours inspections, which could occur during the workweek or on weekends. 
  • Travel may be in a state-owned motor vehicle, commercial launch, or commercial or contracted aircraft.
  • Incumbent works in environments with a broad range of health and safety concerns. Ecology provides periodic testing through a mandatory medical monitoring program.
