Accountant Senior (Cost Accountant)

SALARY: $63,722.26 - $101,699.94 Annually

REQUIREMENTS AND PREFERENCES:

The Broward County Board of County Commissioners is seeking qualified candidates for Accountant Senior in the Accounting Division.

This Job Announcement will remain open until a sufficient number of applications are received.

The Accounting Division, in the Finance and Administrative Services Department, is looking for a high-energy Accountant Senior to primarily work as a Cost Allocation Plan lead. This position will collaborate with all County Agencies and work with the outside Cost Allocation Consultant to coordinate the development of the County-wide Cost Allocation Plan. Experience in applying Federal Uniform Guidance to allowable cost allocation is required.  A strong understanding of indirect cost allocation methods is desired.

The Accountant Senior reports to the Director of Accounting and will serve as the Accounting Divisions Expert on County Cost Allocation.

General Description

Advanced professional accounting work in the maintenance and review of fiscal records; may supervise staff.

Works independently, under limited supervision, reporting major activities through periodic meetings.

Minimum Education and Experience Requirements

Requires a bachelor’s degree from an accredited college or university with major coursework in accounting, computer science, public or business administration, or related field.

Requires two (2) years' experience in planning, managing, and implementing cost allocation plans solutions or closely related experience including six (6) months lead/supervisory experience.

  • Certified Fraud Examiner
  • Government Accounting Series
  • PeopleSoft skills (creating journals, reviewing and approving payment vouchers and managing customer tables)
  • Experience in assisting in the preparation of a CAFR
  • Experience preparing Schedule of Federal Awards (SEFA)
  • Experience in preparing sales and/or fuel tax returns
  • Experience with Kronos
  • Review, compilation and/or preparation of financial statements
  • Experience in performing financial statement audits
  • Experience with escheatment process
  • Master's degree in Accounting, Finance or Business
  • Doctorate in relevant area
  • Government specific accounting experience in the subject area of assignment (ie, grant accounting, capital projects, construction-in-progress)

DUTIES AND RESPONSIBILITIES:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

  • Collects, analyzes, and presents financial information used to help the County make sound business decisions.
  • Coordinates, reviews and collects information for County’s cost allocation plan consultant.
  • Provides detailed financial information for the various departments and divisions. 
  • Analyzes the County’s expenses for cost control and management, cost recovery, potential risks, and growth opportunities. 
  • Monitors monthly financial activity and runs budget versus actual analyses.
  • Reconciles and monitors revenues and expenses of various funds, prepares a variance analysis and prepares schedules for consultant and external auditors.
  • Prepares monthly, quarterly or annual reports required by County Administrative Policies and Procedures and/or external parties.
  • Assists in the preparation of Comprehensive Annual Financial Report and State of Florida Annual Financial Report.
  • May assign, review, and approve the work of support and professional staff.
  • Performs related work as assigned.

WORK ENVIRONMENT:

Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light work that involves sitting most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office equipment within moderate tolerances or limits of accuracy.
