Route Supervisor

DESCRIPTION/RESPONSIBILITIES:
Salary: $25.94 - $36.31 Hourly

Job Summary:
Under the general direction of the Transit Manager and assists in a variety of supervisory, administrative, personnel, planning, coordinating and technical duties associated with Greeley Evans Transit operations.  Acts as the front line supervisor providing operating guidance and leadership for the team of bus drivers and monitors staff and system performance. Schedules and assigns personnel and material resource to Fixed Route and ADA operations. Plans, organizes, trains and assists in the evaluations of personnel to assure adequate job performance.

Experience, Knowledge, Skills:
• Bachelor degree from an accredited college/university in a related field desired but not required;
• Experience in transit operations or a transportation-related field desired but not required;
• Supervisory experience preferred;
• Previous experience operating transit buses desired but not required;
• Knowledge of ADA helpful;
• Demonstrated excellent customer service skills;
• CDL (CDL-P2) or the ability to obtain within 3 months; training and testing provided at no cost to employee;
• Previous experience with enhanced computer and software skills is preferred;
• Demonstrated written and verbal communication skills, problem-solving and conflict resolution skills, and ability to plan, organize, and implement driver training programs;
• Knowledge of math and computer skills, ability to learn, including database management, spreadsheet applications, and word processing software;
• Spanish speaking skills desired, but not required.

Essential Functions:
• Supervise drivers including shift scheduling, performance management, resolving daily service and operational problems;
• Assist with interviewing, hiring and training of new drivers;
• Plan, organize, and implement driver training and safety programs;
• Schedule drivers and equipment for regular services and special events;
• Reconcile and/or approve driver time sheets and both scheduled and unscheduled leave;
• Prepare and conduct driver proficiency reviews, performance evaluations, CDL and DOT checks;
• Listen to and resolve employee concerns and workplace conflicts;
• Assist with maintaining awards, records, and inventory;
• Work with internal divisions and external contractors on operational issues;
• Work with maintenance staff to evaluate vehicle readiness and route designations;
• Monitor customer and passenger satisfaction, driver performance and system needs; handle customer complaints, compliments and concerns;
• Maintain accurate records for Federal Motor Carrier Safety Regulations; assist with Federal, State, Local and other reporting requirements as assigned;
• Preform CDL driving duties of transit buses when needed;
• Perform supervisory duties and has an On-Call schedule;
• Respond to accidents, reported injuries and incidents in a timely manner during the hours of transit operations;
• On-Call duties include residing in distance to ensure a 30 minute response time to an emergency.  
• Prepare initial accident/incident reports;
• Make "post-accident" and "reasonable suspicion" determinations of drug and alcohol testing in accordance with Federal Transportation Administration (FTA) regulations;
• Resolve workplace conflicts and make decisions consistent with core values and department goals, and implements progressive discipline actions with team involvement;
• Serve as first line of management contact for drivers, monitor and document daily operations of service with respect to safety, on time performance and quality of service;
• Ensure that transit system operations as intended for the City and policies and procedures are adhered to and when necessary operate vehicles to cover routes;
• Respond to public complaints about Transit Services, investigate claims, and report findings and make personnel action recommendations to Managers;
• Provide direction and guidance to staff, and develop training programs, standard operating procedures, and policies, to ensure that the (ADA) American Disability Act and Federal regulations are adhered to. Research and be knowledgeable of Americans with Disabilities Act (ADA) requirements;
• Process bi-weekly payroll for Transit staff and ensures the accuracy of employee timesheets. Report on department and individual overtime, identify sources of overtime, and work with Manager to develop strategies for reducing usage;
• Draft, update and ensure compliance with Standard Operating Procedures.

Work Environment:
• Most duties are performed in on office setting or inside a transit vehicle;
• Occasionally works in outside weather conditions, near moving mechanical parts and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals;
• Noise levels in the work environment are quiet to moderate;
• Multiple tasks are performed simultaneously with frequent interruptions and an expected high level of accuracy in work;
• Work is performed with extended periods of time at a fixed station;
• Subject to working alone and at times within a team groups environment and/or attends meetings;
• May be required to conduct business in alternate locations within City buildings, sometimes in formal settings;
• May be required to work overtime, holidays, evenings, shifts, or weekends;
• Required to manage competing priorities while having inflexible deadlines;
• Frequent contact with the public; in person; via email/telephone;
• May experience adverse or confrontational situations with internal/external customers;
• Work in the office environment is safe, having minimal hazards that are typically found in a general office environment;  
• Exposure to moderate hazards typical of riding in or driving a transit vehicle with exposure to passengers/public and risks inherent with travel by vehicle;
• Frequently required to sit and talk or hear customers or employees.

Physical Requirements:
• This is a safety-sensitive position and random drug and alcohol testing is required;
• May need to drive a transit revenue vehicle or other vehicles, which requires maintaining a DOT physical;
• Hand-eye coordination sufficient to operate computers and various pieces of office equipment;
• Often required to stand, walk, use hands to handle, finger, feel or operate objects, tools, or controls and reach with hands and arms;
• May have to lift or move up to 25 lbs;
• Often required to sit, talk and hear; occasionally required to climb or balance, stoop, kneel, crouch or crawl, and smell.
