Fiscal Grant Management Specialist

Salary: 

This role is typically filled with a starting salary of $35,568
 

About the Job:

As the Fiscal Grant Management Specialist, you will assist with the Division’s fiscal and administrative monitoring functions. You will cover a variety of agency financial monitoring functions for several programs, including WIOA Title I. You will also be responsible for assisting with the Division’s grantee audit review and resolution responsibilities. You will perform annual desk reviews and on-site visits within each Local Workforce Development Area (region) to analyze and evaluate each regional Workforce Development Board’s (WDB) administrative, fiscal and programmatic practices to determine compliance with federal, state and local guidelines and if objectives are being met.

A Day in the Life:

The essential functions of this roles are as follows:
  • Apply cost and fund accounting knowledge, auditing techniques, and computer literacy to conduct desktop and on-site compliance reviews of grantees.
  • Collaborate with various partners to perform monitoring functions, and reports to the Senior Fiscal Monitor.
  • Analyze fiscal administration to determine compliance with all applicable federal, state and local regulations and guidelines.
  • Test adequacy of internal controls and checks and balances.
  • Analyze accounting policies and procedures, including computerized systems.
  • Analyze entity structures, functions and activities.
  • Test contracting criteria and methodology.
  • Conduct research, gather relevant data and appropriate citations, and compile detailed reports.
  • Test the implementation of corrective measures as presented in the Corrective Action Plans designed to resolve monitoring findings.
  • Test safeguards for the protection of federal and state funds.
  • Contribute to and assist in the preparation of the various monitoring guides, policies, procedures, worksheets, schedules, and tools.

What You'll Need for Success:

  • The ideal candidate in this role should minimally have an Associate's or Bachelor's degree in Accounting or Auditing and/or 2 years comparable work experience in Accounting and Auditing.
  • Accounting and Auditing knowledge and experience.
  • Working knowledge of contract negotiation, award, execution, and review of contracted activity.
  • Extensive knowledge of and familiarity with a variety of computerized systems and applications.
  • Ability to analyze delivery systems, internal controls, and checks and balances.
  • Ability to gather data from a variety of sources and compile detailed reports.
  • Ability to read, interpret, and accurately apply appropriate federal, state, and local laws, regulations, guidelines, etc.
  • Specialized knowledge and understanding of (or ability to quickly learn) agency organization and federal, state, and local entities associated with the various programs within the monitoring scope.
  • Specialized knowledge of (or ability to quickly learn) grantee entity structures, activities, and functions.
  • Ability to effectively communicate verbally and in writing, consistently maintain professionalism and confidentiality, and cultivate positive working relationships.
  • Ability and willingness to travel as needed for work or job training.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
