The role: 
Do you have public procurement experience? Are you experienced in building collaborative partnerships? As an alternative contracting/quality assurance program manager, you will collaborate with Office of Civil Rights’ program managers and the ODOT Procurement Office to provide direction and support to staff at all levels for all phases of project planning, design and construction. Key responsibilities include developing, implementing, modifying and managing program functions for alternative contracting methodologies to promote opportunities and equal access for contracting and workforce development. A day in the life:
  • Draft and update the Disadvantaged Business Enterprise (DBE) Program plan document and issue notice and changes to agency staff.
  • Develop and implement methodology for the agency’s annual overall DBE goal and specific project DBE goals in the personal services and construction contracts.
  • Draft internal specifications, procedures and guidelines.
  • Participate in monthly Certification Office for Business Inclusion and Diversity (COBID) meetings, monitor reporting requirements and engage COBID on certification and data issues.
  • Identify small business program development and coordinate with others.
  • Coordinate and provide technical assistance related to technical specifications for certified firm goals or aspirational targets.
  • Establish and implement strategic plans to address Workforce Development Program management challenges and opportunities relating to alternative contracting.
  • Prepare various program reports and documents for review and submittal.
  • Develop and administer an internal quality assurance program for the Office of Civil Rights.
  • Present at outreach events and provide training to staff, contractors/subcontractors and other stakeholders.
  • Recommend revisions to office policies, procedures and rules, and assess their impact on program operations.
  • Work is performed in an office environment with occasional field work including construction site visits and occasional overnight travel required.
  • Daily contact with staff, contractors, state and local agencies, special districts, the public, industry-related special interest groups, the media and a variety of community-based resource advocacy interests on a statewide basis.
  • Work includes regularly encountering emotionally charged situations that require stress management, conflict resolution and mediation skills.

What we need:
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
OR
A bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program.

Driving is an essential function of this position. You must possess and maintain a valid driver license and acceptable driving record. Your license does not have to be issued in Oregon to be considered.

  • Public procurement experience with developing, negotiating and administering contracts and agreements that are subject to political sensitivity or multiple funding sources.
  • Experience in applying professional auditing standards.
  • Experience in building collaborative partnerships with members of the contractor community, small business advocacy organizations, sovereign nations, community-based organizations and local and regional government entities.
  • Success in program management, monitoring and report generation.
  • A proven track record in developing and implementing methodologies or procedures for small business, workforce or agency related programs and initiatives.
