The role: 

We are seeking a policy and strategic investment manager for our Public Transportation Division (PTD)! In this role, you will be responsible for leading with the implementation of ODOT’s strategic action plan and active transit, bicycle and pedestrian modal plans. A day in the life:

  • Supervise up to 13 employees at any given time. 
  • Direct, collaborate and manage the division’s public and active transportation responsibilities through staff and various teams. 
  • Develop short and long range program plans and goals for the agency's mission, objectives, state benchmarks and the Governor’s priorities on public and active transportation.
  • Oversee teams that create and manage public and active transportation policies and investment programs. 
  • Set policies and standards for the unit and programs.
  • Plan, assign, approve and evaluate the quality of services provided by unit and program.
  • Oversee and distribute available resources to the unit and programs. 
  • Perform full supervisory responsibilities for geographically dispersed professional staff with diverse responsibilities.
  • Direct and coordinate the divisions legislative agenda and responses to proposed legislation.
  • Direct and participate with other agencies for interdisciplinary project teams. 
  • Work 1-2 days in office with hybrid remote work options available.
  • In and out of state travel required to attend meetings, occasional overnight travel required.

Minimum qualifications:

Seven years of supervision, management, or progressively related experience;

OR 

Four years of related experience and a bachelor’s degree in a related field.

  • Excellent written and verbal communication skills; including public speaking and presentation skills.
  • Demonstrated experience in team leadership and personnel management. 
  • Able to explain complex concepts to diverse audiences and make effective presentations to the Oregon Transportation Commission, management, elected officials, committees and the general public.
  • Demonstrated experience in policy development and program management.
  • Demonstrated experience collaborating, facilitating, negotiating, mediating and diplomacy.
  • General knowledge of federal and state active and public transportation policy and regulations.
  • Able to interpret and explain complex laws and regulations.
