Financial Examiner in District 2/Loganville, GA

The Georgia Department of Banking and Finance (Department) is the state agency that regulates and examines Georgia state-chartered banks, state-chartered credit unions, and state-chartered trust companies. The Department also has responsibility for the supervision, regulation, and examination of bank holding companies and Merchant Acquirer Limited Purpose Banks (MALPBs) chartered in Georgia. In addition, the Department has regulatory and licensing authority over mortgage brokers, mortgage lenders, mortgage processors, mortgage loan originators, check cashers, sellers/issuers of payment instruments, money transmitters, consumer installment lenders, and international banking organizations, conducting business in Georgia.

 

Job Summary:

Under supervision, confirms the integrity of financial statements, verifying assets, determining

liabilities, and ensuring compliance with state laws and regulations by interpreting laws, rules, and

regulatory guidance. Reviews audit records, transactions, reports, and financial data for regulated financial institutions. Analyzes assigned regulatory components as outlined in the Uniform Financial Institution Rating System. As proficiency is gained, performs as operations manager and performs credit analysis duties.

Work Schedule: Hybrid Flexible Arrangement

Primary Duties & Responsibilities:

·       Performs operations examination duties, including financial statement analysis; analysis of earnings, capital, liquidity, asset/liability management, and securities; classification of other real estate and assets other than loans, review and analysis of Call Reports, internal controls, audit oversight, and policies and procedures to ensure compliance with laws, rules, and regulations. 

1.     Performs operational work assignments in a timely and effective manner to assure that the examination results are accurate, and the examination is completed in accordance with the examination schedule.

2.     Prepares written work papers, documenting the examination procedures performed and noting violations of laws, rules, and regulations in accordance with the Department’s established standards and procedures.

3.     Communicates matters of supervisory concern to the operations manager and/or the examiner-in-charge in a clear and timely manner.

4.     Maintains the confidentiality of bank records in performing assigned examination duties.

5.     Prepares examination schedules as required, including accurate and meaningful narrative analyses. These schedules should be prepared in a timely manner and reviewed for accuracy before being submitted to the operations manager.

6.     Demonstrates technical competence and proficiency with computer hardware and software required to perform required examination functions.

·       Inspects operational functions of financial institutions in the capacity of operations manager.

1.     Provides timely feedback of pertinent matters to the examiner-in-charge and financial institution management, communicates progress of operational duties completed, and maintains oversight of the work performed by examiners assigned to the operations functions.

2.     Supervises work performed by all other examiners performed during operational examination duties.

3.     Assures accuracy of operational examination functions by reviewing the working papers and examination schedules related to bank operations.

4.     Participates in examination planning, assignment of operational duties, and meeting schedule goals.

·       Performs credit analysis duties on examinations.

1.     Performs a timely and comprehensive analysis of assigned credit and collateral files to determine areas of potential supervisory concern, documentary exceptions, violations of laws and regulations, insider borrowing concerns, and possible concentrations.

2.     Discusses the loan files reviewed with management to ascertain additional information and communicate identified concerns with financial institution management.

3.     Maintains accurate and complete documentation of the credits reviewed in the form of line cards, financial statements, and other work paper documentation.

4.     Prepares appropriate examination schedules for examination classifications, violations, and documentary exceptions. These schedules are reviewed for accuracy before submitting to the examiner-in-charge.

5.     Demonstrates the ability to properly support and explain any matters of supervisory concern in the loans reviewed to financial institution management and the examiner-in-charge.

·       Maintains knowledge of current trends and developments, and attends training as scheduled. Applies pertinent knowledge to performance of other responsibilities.

1.     Participates in internal and external educational programs and professional meetings as available for continuing professional education.

2.     Reads literature related to financial institutions, accounting, and the profession of financial institution examination, in order to maintain technical competence and proficiency.

·       Serves as a spokesperson and liaison for the Department by communicating effectively with financial institution personnel, officers, and directors, as well as other agencies. 

1.     Establishes and maintains effective working relationships with Department customers and supervises the working relationships of examiners under their supervision.

2.     Provides answers to questions asked by financial institution personnel or refers such questions to a supervisor if appropriate.

3.     Acts in a respectful and courteous manner when dealing with financial institution management and employees.

4.     Maintains personal financial affairs in accordance with State Law and the policies of the Department.

·       Performs administrative functions necessary in order to perform examination responsibilities and comply with the Policy requirements of the Department.

1.     Develops a working knowledge of Department operating policies and procedures.

2.     Safeguards and maintains computer and other equipment needed to perform job assignments, in accordance with Department Policy Standards.

3.     Submits timely reports internally including, but not limited to, car logs, leave requests, expense statements, and time sheets.

4.     Maintains technical proficiency with data processing software and performs examination downloads and uploads as required.

5.     Maintains technical competence and proficiency with applicable laws and regulations, policy statements, and accounting pronouncements required to adequately perform examination job assignments.

·       Travels to financial institutions to perform job duties and to locations for required training.

 Entry Qualifications:

 

Bachelor's degree in business administration, accounting, finance or a closely related field from an accredited college or university OR three years of experience in a related area.

 

Preferred Qualifications:

 

Completion of an undergraduate major in finance, business administration, or a directly related field at a four-year college or university which must have included a combination of three courses in accounting and/or finance, one of which must have been in accounting.
