Program Analyst - Bureau of Intelligence & Research

Summary

This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.  This position is in the Office of the Technology and Innovation Director, Bureau of Intelligence and Research (INR/TIO).

Duties

  • Provides expert advice related to the planning for new and long range cross cutting information technology projects; and, complex organizational, procedural, and other management analysis factors.
  • Provides consular services and develops recommendations for improvements to the management of IT systems and processes.
  • Reviews relevant guidance and regulations to ensure INR/TIO equities are protected and guidance/regulations are grounded in sound management practices.
  • Collaborates with IT Subject Matter Experts and Department IT officials to evaluate and resolve challenges in the in the management of IT systems.
  • Drafts/updates outyear budget plans for INR/TIO’s information technology operations.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience with management and organizational skills, including the application of a wide range of qualitative and quantitative methods, in order to develop processes and performance measures.
  • Experience in collaborating with stake holders and drafting of office level strategy/budget documents.
  • Experience managing contractors that conduct special duties.
  • Experience in developing policy, guidance, instructions, and reports of findings and recommendations.

There is no substitute of education for specialized experience for the GS-13 position.
