You will serve as a Civil Engineer in the Public Works Directorate, NAVFAC MIDLANT, Norfolk, VA. Your Full-Performance level will be a GS-12, which you will be able to obtain in either two years if you start at the GS-9 level, or two years if you start at the GS-11 level.
Salary Range:
GS-9 (min. Master's Degree or combination of course work and work experience, or current registration as an Engineering Intern (EI)): $60,808.00 - $79,050.00
GS-11 (min. PhD or combination of course work and work experience, or current registration as an Engineering Intern (EI)): $73,572.00 to $95,641.00

***************************** DUTIES ****************************************
- You will serve as civil utilities engineering specialist for hydraulic utility systems and structural components.
- You will prepare or direct preliminary design studies, establish criteria, and outline the detailed design scope of large projects.
- You will consult with construction contractor personnel and advise contract inspectors on solutions to complex unforeseen problems and conditions.
- You will write technical reports that communicate the results of a technical assessment and provide evidence-based recommendations for a system.
************** EXPERIENCE REQUIRED/QUALIFICATIONS **************
1) Knowledge of civil {hydraulic) utility systems distribution to include potable water, wastewater, salt water, and oily waste water oil {OWWO).
2) Knowledge of utility operations, maintenance practices, repair methods, safety, troubleshooting, testing and terminology;
3) Must possess a professional knowledge of civil engineering principles, concepts, theory and extensive specialized practical and technical knowledge as applied to hydraulic utility systems;
4) Advanced computer skills are desired (including: MS Word, Spreadsheets, AutoCAD - or equivalent, database, asset management);
5) Knowledge of construction principles and practices such as those published in the American National Standards, Occupational Safety and Health Administration {OSHA) standards;
6) Skilled in interpersonal communications with government and private industry personnel;
7) Knowledge of English grammar, spelling, punctuation and technical terminology is required for correspondence, facilities contract specifications, material specifications, procedures, and reports;
