Overview

Under close supervision, assists in facilitating staff, family, community and parent activities. Assists in the integration of all Department of Education, Head Start and Early Head Start service areas into community development.

Starting Rate: $19.47 - $23.08/ Hour

Responsibilities

  • Conducts in-person interviews with each family.
  • Verifies age, income eligibility and family demographic information as required.
  • Creates eligibility determination records for each participant as well as ongoing records of the staff’s eligibility training.
  • Interviews the family over the phone; verifies child’s age and eligibility.
  • Implements outreach and enrollment to ensure it is meeting the needs of eligible pregnant women, children, and children with disabilities.
  • Oversees the eligibility criteria category of each child on the waiting list and maintains the waiting list.
  • Implements the recruitment process.
  • Maintains assigned caseload funded enrollment level and fills any vacancy within 30 days.
  • Tracks attendance for each child assigned to caseload.
  • Contacts the family when a child does not arrive at school within one hour of program start time.
  • Conducts home visit or makes other direct contact with a child’s parents if a child has multiple unexplained absences (such as two consecutive unexplained absences); Uses individual child attendance data to identify children with patterns of absence that put them at risk of missing ten percent of program days per year. If a child ceases to attend, you must make the appropriate efforts to reengage the family to resume attendance.
  • Maintains an eligibility determination record for all enrolled, previously enrolled and prioritization listed (wait list applicants. Ensure eligibility determination records are accurate and accessible for both processing and annual audits.
  • Forms and maintains working relationships with outside agencies to facilitate both recruitment and services to enrolled and prioritization listed (wait list) families.
  • Attends meetings and professional development and training as required or prescribed.
  • Enters and ensures validity of data in Child Plus.

Qualifications

  • High School Diploma, GED or national equivalent.
  • Possession of pediatric (infant/toddler) CPR and first aid certificate.
  • Must possess or obtain credential/certification in Social Work, Sociology, Human Services, Family Services, Counseling, within 18 months of hire.
  • 1 – 2 years’ clerical and/or administrative support experience is required.
  • Experience planning and implementing activities for an agency or organization.
  • Experience developing rapport with diverse families of young children, and community agencies.
  • Must complete California-mandated Child Abuse Reporter Training as well as Pesticide Safety Training (per Healthy Schools Act) within 18 months of hire.
  • Knowledge of Microsoft Office and other related computer software.
  • Knowledge of data entry software, Child Plus preferred.
  • Ability to communicate effectively, through oral and written skills, and work cooperatively with a variety of individuals, groups, and families.
  • Exercise sound judgment, plan, establish and meet timelines.
  • Ability to follow and implement, policies and procedures of Head Start Performance Standard, and Head Act regarding ERSEA, and the California Department of Education, Funding Terms and Conditions (Title 5), Child Development Division, the Department of Social Services, Community Care Licensing (Title 22), and of ESSC, Inc.
  • Ability to pass post-offer medical examination and test for tuberculosis.
  • Ability to obtain fingerprint clearance per Easter Seals Southern California and/or program requirements.
  • Ability to obtain and maintain a criminal record/fingerprint clearance from the Department of Justice and Federal Bureau of Investigation per Easter Seals Southern California and/or program requirements. Must have sex offender index clearance.
  • Maintain driving record in compliance with Transportation Safety Standards, proper auto insurance and vehicle registration.
