Position Summary

The Department of Revenue is hiring a manager position reporting to the Administrator of the Division of Alcohol Beverages (DAB).  Responsibilities include policy formulation and recommendation; analysis, development, interpretation, and administration of legislation; review and modification of procedures to improve effectiveness and efficiency of operation; all management functions at the bureau level (personnel actions, budgeting, and maintaining information reporting systems) in accordance with division and department policy. This position is a sworn law enforcement position and will supervise sworn law enforcement personnel. This position also works closely with internal and external stakeholders.

Special Requirements

  1. Must meet minimum standards, as required by law, to be a Wisconsin law enforcement officer and maintain certification in good standing throughout employment in this position.
  2. Possession of a valid driver’s license and eligibility to use state vehicles.
  3. Ability to possess and carry firearms and other state issued equipment and maintain proficiency in their use per DOR policy and law enforcement standards.

Physical Demands And Work Environment

  1. Frequent travel with some overnight stays.
  2. Ability to participate in criminal investigations in a field setting which may involve making an arrest, subduing a suspect, gaining forcible entry to and searching dwellings, conducting prolonged surveillance, and defending oneself against physical attack.
  3. Ability to participate in investigative activities in hostile and stressful environments such as locations with high violent crime rates; remote and/or isolated locations in company of armed, violent, and unpredictable suspects; in automobiles at high rates of speed and requiring unsafe driving maneuvers; in unclean and germ-ridden conditions with individuals openly hostile to law enforcement representatives.
  4. Possibility of exposure to unknown substances and chemicals used in the manufacture of drugs.
  5. Ability to wear a concealed bulletproof vest, be armed with a handgun and handcuffs, and may be armed with a rifle.

Salary Information

Salary for this Revenue Administrative Manager position (schedule-range 81-01) is $34.04 to $56.98 hourly, or up to the appointment maximum at the time of appointment, depending on experience and qualifications, plus excellent benefits. Current state employees pay will be based on the provisions in the Compensation Plan.  A two-year Career Executive trial period is required.  

 

Job Details

The Department of Revenue will conduct criminal background, tax compliance checks and fingerprint checks on candidates prior to offer of hire. 

Applicants must be eligible to work in the United States.  The Department of Revenue does not sponsor work or student visas, either at time of hire or at any later time.  DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.

 

Qualifications

Sworn law enforcement applicants must meet WI Law Enforcement Standards Board requirements, which include an extensive character and background investigation, including fingerprints, drug screening, psychological evaluation, and medical testing which will be completed on sworn law enforcement applicants prior to selection. Sworn law enforcement applicants must also:

  • Be at least 18 years of age upon appointment.
  • Possess a general educational development diploma or be a high school graduate.
  • Possess/be eligible to possess a Wisconsin driver’s license upon appointment.
  • Have no unpardoned felony convictions or convictions of domestic violence offenses.

Qualifications:   Please address the following in your letter of qualifications and résumé:

Minimum qualified applicants will have experience in each of the following:

  1. Currently certified as a law enforcement officer by the Wisconsin Law Enforcement Standards Board (LESB); or eligible for immediate recertification through the State of Wisconsin Department of Justice reciprocity.
  2. Reviewing and interpreting statutes, administrative rules, relevant court cases, and/or policy.
  3. Management/Supervision (e.g., resolving conflict, evaluating employee performance, hiring, discipline, assigning work, etc.).
  4. Public speaking to stakeholders.
  5. Developing reports (e.g., for management or customers); or developing communications for the public.

Well qualified applicants will also have a minimum of one of the following (in addition to the minimum qualifications):

  1. Management/Supervisory experience in law enforcement.
  2. Experience in alcohol/beverage policy rules or regulations.
  3. Prior law enforcement experience at the federal, state or local level.
