Benefits Analyst I - Leave Administration

The City of Colorado Springs' Human Resources team is seeking a dedicated and knowledgeable Analyst I to join our team, providing professional and technical support for various employee programs focusing on benefits, wellness, and leave administration. As an Analyst I, you will administer leave programs, coordinate benefits, and assist with new hire orientation and benefit-related inquiries. Essential Job Functions- the basic job duties an employee must be able to perform:

  • Administer Employee Leave Programs: Oversee FMLA, HFWA, Military Leave, and unpaid leaves; coordinate with STD/LTD benefits to ensure seamless support for employees.
  • New Hire Orientation & Training: Conduct engaging orientation sessions and provide comprehensive training on employee benefits to new hires.
  • Benefits Inquiries Support: Respond promptly and accurately to benefits-related questions from employees and retirees, offering clear and helpful information.
  • Invoice Management: Reconcile, adjust, and process all benefits invoices with precision; prepare and approve monthly benefit premium invoices.
  • Program Administration: Assist in the administration of employee benefits, wellness programs, and retiree programs, contributing to overall employee well-being.
  • Metrics & Reporting: Prepare and maintain detailed metrics reports to track benefits program performance and support data-driven decisions.
  • Data Entry & Audits: Perform data entry and conduct regular audits on benefits transactions to ensure accuracy and compliance.
  • Open Enrollment Support: Assist with open enrollment, including the creation and distribution of materials and announcements to inform employees.
  • Material Creation: Develop engaging materials for various benefits initiatives to educate and inform employees.
  • Event Coordination: Help organize the annual benefits fair and support department-wide activities and events to enhance employee engagement.
  • Program Implementation: Assist in the rollout of new benefit programs and effectively communicate changes to employees and retirees.
  • Operational Efficiency: Contribute to improving operational efficiency and enhancing the overall employee experience.
  • Exceptional Customer Service: Provide outstanding customer service to City employees, state agencies, municipalities, community agencies, and vendors in line with department goals.

We are looking for candidates who demonstrate:


Knowledge of:
 

  • Methods and techniques of data collection, research, and report preparation
  • Proper English usage, grammar, and punctuation
  • Benefit-related laws and regulations, including COBRA (Consolidated Omnibus Budget Reconciliation Act), HIPAA (Health Insurance Portability and Accountability), and PPACA (Patient Portability and Affordable Care Act)
  • Modern office technology and support (especially Microsoft Word, Excel, and PowerPoint)

Ability to
 

  • Analyze and interpret rules, regulations, ordinances, resolutions, and department policies
  • Maintain knowledge of benefits programs and leave program administration
  • Work in a fast-paced environment and be a solutions-oriented team player, work
  • Collaboratively with all departments
  • Seek information from various sources and initiate projects
  • Deliver new hire orientation and other training programs
  • Communicate clearly and concisely, orally and in writing
  • High level of accuracy with a strong attention to detail

Successful candidates will have

  • A bachelor's degree from an accredited college or university with major coursework in human resources, business administration, public administration, or a related field
  • One year of full-time, professional analytical experience related to benefit programs 

One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
 
Additional appropriate education may be substituted for the minimum experience requirements.
 

Ideal candidates will also have

  • PHR (Professional in Human Resources), SHRM-CP (Society for Human Resource Management – Certified Professional), CEBS (Certified Employee Benefits Specialist), or CBP (Certified Benefits Professional) certification
  • Demonstrated proficiency in the use of Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
  • Experience using PeopleSoft 9.1/9.2
  • Experience using NeoGov

 

Additional Information

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
