POSITION SUMMARY:

Process or cause to have processed work orders for billing; research and correct all billing information for 19,000 water and sewer customers; maintain new additions and assessments for new services; manage daily business office responsibilities; effectively and professionally communicate CCU message regarding billing and customer service internally and externally. 

ESSENTIAL (PRIMARY) DUTIES:

  • Speak to customers and answer billing questions; 
  • Ensure all daily tasks are completed within the business office; 
  • Monitor utility bills for accuracy by performing regular audits; 
  • Analyzes billing data and reports trends to upper management monthly; 
  • Responsible for overall job assignments, coaching customer service team to provide excellent and accurate customer service, and general supervision of customer service personnel;
  • Works closely, collaboratively and effectively with the CCU Internal Auditor, and the Department of Finance at the City of Columbus in billing and compliance matters pertaining to the City and CCU; 
  • Ensure accurate and timely billing and collections of revenues due to CCU; 
  • Work effectively and in compliance with Indiana State Board of Accounts (SBOA) requirements and meets all other generally accepted billing compliance best practice standards; 
  • Professionally represent CCU in interactions with other departments, vendors, accounting consultants, software consultants and respond effectively and in a timely way to all inquiries, data requests, comments, and findings; 
  • Work effectively with municipal advisors and other third-party consultants to effectively engage in community outreach efforts regarding billing and to effectively comply with regulatory standards regarding billing;

 

OTHER DUTIES:

Performing related essential and other job functions as required; performing all other duties as assigned.

SKILLS AND EXPERIENCE REQUIREMENTS:

Must be able to make decisions concerning customer problems and billing errors. Must use independent judgment and discretion, and remain professional at all times. Proficiency with Microsoft Office Suite, and ability to learn and become proficient in Tyler MUNIS and any other future billing software products. Prior work experience in a billing position is a plus.

 

 

PHYSICAL REQUIREMENTS:

While performing this job, the employee is frequently required to sit, stand, and communicate verbally and in writing.  Must be able to use a keyboard and computer most of the day and to occasionally use a telephone. 

EDUCATION:

The ideal candidate will have an Associate degree from an accredited college or university in public administration, business management, finance, accounting or other related field, or equivalent experience. 

JOB LOCATION:

This position performs duties in a modern business office environment with no unusual physical demands and works closely with office staff and occasionally with field crew members and external customers.  Working in-person in an office environment is required in order to successfully manage customer service staff.

LICENSES OR CERTIFICATIONS:

Must have a valid Indiana Driver’s License and maintain it at all times. Must have good driving record, sufficient to be covered by city insurance as a driver while on duty.

RESIDENCY:
