Energy Efficiency Supervisor - JC-438812

Energy Division/ Energy Efficiency Branch/ Evaluation Analytics:

 

A Program and Project Supervisor in the Energy Efficiency Branch oversees a multi-disciplinary team of analysts, utility engineers and consultants to ensure that regulated utility and third party energy efficiency portfolios provide verifiable reductions in energy usage at a reasonable cost to customers. The energy efficiency program administrators regulated by the Commission include investor owned electric and gas utilities, networks of local governments (Regional Energy Networks), and Community Choice Aggregators.


 

Job duties include:

  • Supervision and management - hiring, assigning work, staff training, planning the work of the section, prioritizing and ensuring sufficient resources are available to achieve the section’s goals.
  • Research and data oversight - directing various research studies and analysis that improve programs and inform energy efficiency policy.
  • Policy development - utilizing staff to develop facts and analysis to justify short and long term policy changes.
  • Communication - preparing and/or editing reports, briefing Administrative Law Judges and Commissioners, making presentations before other agencies.


 

The position also requires the ability to learn and understand current and past energy efficiency policy and program implementation, especially as it relates to evaluating the results of the energy efficiency portfolio across all program types and sectors. The position requires a candidate that understands parameters for using and advancing analytical techniques that utilize metered data, as well as how to translate data analysis into develop broader clean energy policy. Successful candidates will be able to pro-actively anticipate risks and challenges and identify gaps and inconsistencies in performance and data needed to inform future policies.


 

The Program and Project Supervisor will also contribute their broad and strategic perspective, by collaboration across CPUC divisions and with other State agencies, to add value through considering energy efficiency within the bigger picture state and commission goals. Specifically, we will work together to meet California’s goal of a carbon-free electric system by 2045 and through the Commission’s integrated resource planning effort, do so affordably, reliably, and safely.
