Staff Air Pollution Specialist

The Sustainable Transportation and Communities Division (STCD) at the California Air Resources Board (CARB) is recruiting for a Staff Air Pollution Specialist (SAPS) to work in its Transportation Analysis Section (Section). The Section supports efforts to tackle the climate crisis by advancing more sustainable, equitable communities and transportation choices. This SAPS position will be part of a team analyzing transportation and land use data to support developing and implementing the State's transportation and housing policies that advance climate and air quality goals. This includes independently leading staff on complex technical and policy work in transportation, land use, housing, and economic data to support sustainable policies that can transition California to an efficient, carbon-free transportation system and do so in an equitable way. The SAPS will develop new methods and techniques to evaluate regional and local land use development and transportation strategies related to the implementation of California's Senate Bill (SB) 375 and SB 150 programs and may also support work on transportation conformity under the federal Clean Air Act. In addition, the SAPS will identify new metrics and methods to quantify emission benefits and equity impacts of various land use and transportation strategies. The SAPS will need to work effectively in a team-oriented environment and prepare and present comprehensive reports on land use, transportation, and housing issues and policies to CARB management and stakeholders. The SAPS will also work with other divisions/agencies and sector experts to evaluate policy proposals related to vehicle travel activity and represent CARB in public forums.

 

To ensure coordination within CARB and across numerous stakeholders, this position is also expected to be familiar with CARB's broader objectives to reduce emissions of GHG, criteria pollutants, and air toxics; participate in high-level meetings with CARB management; and represent CARB at forums and workshops. The candidate is also expected to conduct complex geospatial and statistical analysis of large data sets (including big data); use results of data analysis to understand changes in travel behavior and mobility patterns (e.g., changes due to hybrid work environment or implementation of transportation strategies, etc.); use project management skills to supervise external research contracts and to manage their own balance of short- and long-term work; maintain relationships both within CARB and with outside agencies involved in, or affected by, CARB's sustainable communities program; and prepare for and occasionally travel within the State to attend meetings, workshops, and seminars.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
